When at least half of the foliage has turned brown.
The reason for this is when the foliage turns brown and brittle, the sap has drained from the ‘leaf’ back into the bulb. This helps give energy into the bulb for its bloom cycle next year.

One of my earliest memories were the bearded iris's my Dad planted. They are one of my favorites as well.
