If you can spare (delay) your garden until the weather gets hot, you can till the ground and put black plastic down and the hot sun will cause those seeds to germinate and then die in a couple or three weeks. You will then have it weed free for at least a year and maybe longer. Our son did this but we have not spared our garden thus far and tried it.

As far as I know, it has no prevent elements about it. It is really just for a quick kill of existing weeds when you are planting/maintaining the garden.
